This is a renewal-readiness validator for Virginia common-interest-community (CIC) managers licensed by the Virginia Common Interest Community Board (CICB) at DPOR. Given the current license issue date, the total CE hours completed, the ethics CE hours, and the CICB-update CE hours, it returns:

  2. The CE accumulation against the 16-hour two-year requirement.
  3. The deficit by category — total CE, ethics minimum (2 hours), and CICB-update minimum (1 hour).
  4. A renewal-status flag: ELIGIBLE TO RENEW, SHORT ON CE, EXPIRING SOON, EXPIRED LATE-RENEWAL WINDOW, or EXPIRED REINSTATEMENT REQUIRED.

Virginia CIC manager licensing lives in:

Code of Virginia § 54.1-2349 establishes the CICB at DPOR with authority over common-interest-community managers, principal employees, and related credentials.

Code of Virginia § 54.1-2354 sets the basic licensing prerequisites for CIC managers.

18VAC48-50 is the CIC manager licensing regulation chapter — content of the application, fingerprint requirements, fee schedule, examination, and standards of practice.

18VAC48-50-180 is the renewal-CE provision: 16 hours per two-year cycle, including at least 2 hours of ethics and at least 1 hour of CICB updates. The ethics and CICB-update hours nest INSIDE the 16-hour total.

18VAC48-50-200 governs late renewal (within 12 months of expiration, late penalty applies) and reinstatement (after 12 months, full reinstatement procedure required).

Key thresholds and gotchas

The 24-month cycle starts on the LICENSE ISSUE DATE. Not the date you accumulated your first CE credit; not the date you took the prelicensing course. The cycle runs from issue to expiration. CE completed before the issue date does not count.

Ethics and CICB-update hours NEST inside the 16-hour total. They are not in addition to. 13 general CE + 2 ethics + 1 CICB-update = 16 total = compliant. 16 general CE + 0 ethics + 0 CICB-update is NOT compliant even though the total reaches 16.

The 1-hour CICB-update is Virginia-specific. A CMCA-approved ethics or update course does not automatically satisfy the Virginia CICB-update requirement. The course must specifically cover CICB rulemaking, Virginia statutory updates, and Common Interest Community Board policies.

Late renewal vs reinstatement is a 12-month line. Within 12 months of expiration: LATE RENEWAL under 18VAC48-50-200 with a late penalty. After 12 months: REINSTATEMENT with a higher fee, full 16-hour CE for the cycle, and disclosure of any post-expiration practice. Do NOT practice as a CIC manager between expiration and reinstatement — post-expiration practice is a separate violation.

The CICB publishes the approved CE-provider list. Not all CMCA-approved CE counts for Virginia CIC manager renewal. Check the DPOR CE-provider list before registering for a course.

CMCA and CIC manager are different credentials. CMCA is national (CAMICB-issued). CIC manager is Virginia regulatory (CICB-issued). You can hold one without the other; many Virginia managers hold both and coordinate the renewals (both are 2-year cycles with 16-hour CE, but the providers and fees differ).

The firm may pay; the individual is responsible. The CIC manager license is issued to the natural person. The firm may pay CE and renewal costs, but the individual must complete the CE and submit the renewal.

Renewal fee is approximately $135 (2024). Verify against the current DPOR-published fee schedule. The fee is paid through the DPOR licensee portal as part of the renewal application.

Worked example: mid-cycle progress check

License issued June 1, 2024. Today is May 16, 2026 (15 days before expiration). CE: 12 total, 2 ethics, 1 CICB-update.

  • Expiration: June 1, 2026. Days remaining: 15.
  • Total CE: 12 of 16. Deficit: 4 hours.
  • Ethics: 2 of 2. Met.
  • CICB-update: 1 of 1. Met.
  • Status: SHORT ON CE.
  • Next action: complete 4 additional general CE hours before renewal. Time is tight — schedule a single 4-hour or two 2-hour courses immediately.

Worked example: ready to renew

License issued June 1, 2024. Today is May 16, 2026 (15 days before expiration). CE: 16 total, 2 ethics, 1 CICB-update.

  • All requirements met.
  • Status: EXPIRING SOON.
  • Next action: submit the renewal application via the DPOR licensee portal with the $135 renewal fee. Allow 2-4 weeks for CICB processing.

Worked example: late-renewal window

License issued June 1, 2024. Today is July 16, 2026 (45 days after expiration). CE: 16 total, 2 ethics, 1 CICB-update.

  • License EXPIRED June 1, 2026. Within the 12-month late-renewal window.
  • Status: EXPIRED LATE-RENEWAL WINDOW.
  • Next action: submit late renewal under 18VAC48-50-200 with the late-penalty fee (approx. $50 in addition to the $135 renewal fee). DO NOT practice as a CIC manager until the license is restored.

Worked example: reinstatement required

License issued June 1, 2023. Today is July 16, 2026 (more than 1 year after expiration on June 1, 2025). CE: 8 total, 1 ethics, 0 CICB-update.

  • License EXPIRED more than 12 months ago.
  • Status: EXPIRED REINSTATEMENT REQUIRED.
  • Next action: submit reinstatement application under 18VAC48-50-200 with the higher reinstatement fee (approx. $250), complete the full 16-hour CE for the cycle, and disclose any post-expiration practice. The CICB may impose additional conditions.

Worked example: ethics deficit at renewal

CE: 16 total, 0 ethics, 1 CICB-update.

  • Total CE: 16 of 16 — met.
  • Ethics: 0 of 2 — DEFICIT.
  • Status: SHORT ON CE.
  • Even though the 16-hour total is reached, the 2-hour ethics minimum is not met. The renewal is NOT eligible until ethics CE is completed.

What this calculator does NOT model

The calculator implements the 18VAC48-50-180 CE-accumulation and expiration math. It does NOT:

  • Validate whether specific CE courses are CICB-approved.
  • Compute the principal-employee credential (a separate CICB credential for senior personnel at CIC management firms).
  • Compute the CIC manager pre-licensing requirements (initial license, not renewal).
  • Apply CAMICB CMCA renewal requirements (parallel but distinct — separate calculator).
  • Model the inactive-status or military-leave provisions under 18VAC48-50-220.
  • Model the standards-of-practice disciplinary framework under 18VAC48-50-240 (separate compliance analysis).
  • Compute fees for related credentials (CIC declarant, CIC time-share manager, etc.).

For any renewal close to a deadline or any reinstatement after long expiration, contact the CICB at DPOR directly to confirm the current procedure and fee schedule. Reinstatement procedures may include CICB-imposed conditions not modeled by the calculator.

Counting conventions

The calculator counts CE hours to the nearest tenth. Hours are tracked separately by category (total, ethics, CICB-update) with ethics and CICB-update NESTED inside the total — meeting the ethics and CICB-update minimums does not require additional hours above the 16-hour total.

The 24-month renewal cycle is measured in calendar months from the license issue date using UTC. A license issued June 1, 2024 expires June 1, 2026 (not "two years later" computed by days, which would produce a slightly different date in leap years).

The 12-month late-renewal window after expiration is measured in calendar days (365 days). After day 365 the license requires reinstatement, not late renewal.

The renewal-status thresholds:

  • EXPIRING SOON: expiration is within 60 days.
  • SHORT ON CE: any of (total < 16, ethics < 2, CICB-update < 1).
  • EXPIRED LATE-RENEWAL WINDOW: expiration is past, within 365 days.
  • EXPIRED REINSTATEMENT REQUIRED: expiration is past, more than 365 days.

Every two years. Under 18VAC48-50-180, the CIC manager license is a two-year credential issued by the Virginia Common Interest Community Board (CICB) at the Department of Professional and Occupational Regulation (DPOR). The license expires 24 months after the issue date and must be renewed before expiration. Late renewal is available within 12 months of expiration under 18VAC48-50-200 with a late penalty; after 12 months the license expires and the manager must reinstate (which carries a higher fee and additional documentation).
